Longford man fined for theft of CBD oil

A man with over 40 criminal convictions has been fined €150 for stealing a bottle of CBD oil from a Longford pharmacy.

Kamil Bulczak (33), St Martha’s Hostel, Knockahaw, Athlone Road, Longford, has been charged with theft following an incident at Lloyd’s Pharmacy, Longford on 9 February 2022.

Mr Bulczak, represented by local solicitor John Quinn, first approached the court to reveal that he stole the item on the day because he suffered from schizophrenia and was off medication on the day of the incident.

Sgt. Enda Daly, for the state, said gardaí were called to the pharmacy just after 9:30 a.m. where video surveillance of the incident was recorded.

The accused is said to have been seen putting the nearly 20 euro oil in his pocket before leaving.

The court was told the oil was later recovered and Mr Bulczak made “full confessions” to Gardaí.

Mr Quinn said at the time his client also provided written admissions to investigators and fully cooperated with investigators.
The defendant turned out to be a man with 43 prior convictions, most of which were for assault and public order offences.

The most recent of these was recorded for public order in January 2021.

Mr Quinn said his client was a man suffering from medical difficulties but was someone who was doing his best to address them.

“Property has been recovered. He follows the doctors’ regime, he takes his medication and regrets the incident,” he said.

Judge Owens said that due to the fact that the item was found and Mr Bulczak had accepted his guilt early on, she said the most appropriate penalty was a €150 fine, which would give him six months to pay the lawsuit.
